Florida DMV Vehicle Requirements for the Road Test
According to the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), every car brought to the driving skills test must meet the following mandatory standards. If your vehicle fails inspection, your test will be rescheduled.
Valid License Plate
The vehicle must have a current, valid Florida license plate at the time of the test.
Valid Registration
Current vehicle registration must be present. You don't have to own the car, but its registration must be valid and up to date.
Florida PIP & PDL Insurance
Proof of active Personal Injury Protection (PIP) and Property Damage Liability (PDL) insurance from a Florida-licensed insurer is required.
Working Lights & Signals
Headlights, brake lights, and turn signals must all be fully operational at the time of the pre-drive vehicle inspection.
Working Horn
The horn must work. The examiner will verify this during the pre-drive safety check before the test begins.
Clear Windshield
The windshield must be free of cracks and provide a clear, unobstructed view to the front, sides, and rear of the vehicle.
Working Windshield Wipers
Windshield wipers must function properly. In rainy conditions, some vehicles may be disqualified if wipers are inoperable.
Operable Seatbelts
All seatbelts must work (applies to vehicles manufactured after 1968). Both the driver and the examiner must be able to buckle up safely.
Clean & Sanitary Interior
Examiners may refuse to conduct the test if the vehicle is unsanitary or if its condition poses a safety hazard — including wet seats or missing windows.

Your Options for a Road Test Car — And the Risks of Each
If you don't have access to your own vehicle, you have a few options for getting a car for your driving skills test. Here's what you should know before you decide.
Borrow a Car from Family or Friends
Many people show up to the road test in a relative's or friend's car. This seems like the free option — but it comes with real risks.
- ✗ The car may not pass the FLHSMV pre-drive vehicle inspection (a cracked windshield, broken tail light, or expired registration is enough to cancel your test).
- ✗ The insurance may not meet Florida's PIP + PDL minimum requirements, or the policy may have lapsed.
- ✗ You may not be familiar with the car's size, controls, and braking — which increases anxiety and mistakes on test day.
- ✗ If anything goes wrong with the car on the way to the test, you're on your own.
Rent from a Standard Car Rental Agency
Some people attempt to use Enterprise, Hertz, or similar rental agencies for their road test vehicle. This rarely works out as expected.
- ✗ Most major rental companies explicitly prohibit using their vehicles for DMV road tests. The rental agreement may be voided if discovered.
- ✗ You must be 21 or 25 years old to rent, which excludes many first-time license applicants.
- ✗ You won't have any guidance — you'll be driving an unfamiliar car to a test location with no support.
- ✗ The cost, combined with a deposit, can easily exceed the price of a driving school package that includes guidance.
Use Your Own Car
If you own a vehicle, you can use it for the road test — but you still need to make sure it passes FLHSMV inspection.
- ✗ If the examiner finds any safety defect — lights, wipers, seatbelts, windshield cracks — your test is cancelled and you lose your appointment.
- ✗ You need to make sure your Florida insurance policy meets the PIP + PDL minimums required for the exam.
